We render the following services to the public:
Witzenberg Municipal Traffic Services offer traffic control, registration of motor vehicles, roadworthy evaluation, traffic fines, warrants, learners’ and driver’s licenses, as well as law enforcement and road safety.
Learner’s licenses

Your motor vehicle needs to be registered and licensed at the Witzenberg Municipality if you are a resident of the Witzenberg area, which can be done at the Motor Vehicle Registration Office in Ceres at 130 Voortrekker Road, or in Tulbagh’s Municipal building in Plein Street.
There are over 1.3 million vehicles in the Western Cape currently registered on the Electronic National Traffic Information System (eNatis) (ITP, 2009), which is the official register for all vehicle, driving licence, contravention and accident data.
Vehicle licence payments
Vehicle licence fees can be paid by following these two easy steps:
1. EFT payments
Send an email to [email protected] to get our banking details.
Use your vehicle registration number as a reference and fax the proof of payment to 023 492 0179 . You will still need to bring the necessary documentation to the Traffic Department to collect your renewed license (see ‘in person payments’ below for documentation details).
2. In person payments
To renew your motor vehicle licence in person, please bring your renewal notice (a MVL2 form – if available) to the Motor Vehicle Registration office. If you do not have this form, you will need:
* A fully completed and signed Application for Licensing of Motor Vehicle (ALV) form.
* Acceptable identification of the registered owner of the vehicle, as well as proof of address. If a person other than the owner is renewing the licence, they will need a mandate letter authorising such an action, as well as the aforementioned documentation of the owner of the vehicle, including the mandated person’s Identity Document.
* Acceptable identification of the bearer (when you are a proxy or a representative of a company).
To renew a vehicle licence for a body of persons, such as a business, trust, church and/or organization in person, please bring the following to the Motor Vehicle Registration office:
* A fully completed and signed Application for Licensing of Motor Vehicle (ALV) form, accompanied with CK document and BRNC, if available.
* Acceptable identification of the appointed proxy/representative, if applicable.
* Acceptable identification of a person other than the appointed proxy or representative, provided that the bearer has a letterhead authorizing him/her to obtain the licence on behalf of the body of person.

1. What is ‘acceptable identification’?
Acceptable identification includes any one of the following:
* RSA Identity Document (Identification Act 68 of 1997)
* Temporary Identity Document (only if valid)
* Traffic Register Number certificate
* RSA driver’s licence card (only if valid)
* RSA passport (only if valid)
2. How do I know if my vehicle licence is due for renewal?
The Road Traffic Management Corporation (RTMC) posts renewal notices approximately six weeks before your vehicle licence is due for renewal. However, the onus is still on you, as the owner of the vehicle, to check and ensure that your licence renewal is due, as we cannot guarantee the delivery of the renewal notice.
Failure to renew a vehicle licence results in serious penalties as, by law, unlicensed vehicles may not be used on public roads.
3. My address has changed. How do I notify the Motor Vehicle Registration Office?
You need to complete a Notification of Change of Address or Particulars of Person or Organisation (NCP) form in full and submit it, along with the acceptable identification of the registered owner or proxy/representative (in the case of a body of persons) to the Motor Vehicle Registration Office.
4. What do I do when my financed vehicle has been paid in full?
Financed vehicles are registered with the financial institution as titleholder and their client as the owner. As only the registered titleholder is allowed to sell or dispose of a financed vehicle, you are therefore required to re-register yourself as the titleholder and owner once your vehicle has been paid for in full. You will need the following to do so:
* An original letter of settlement and the original certificate of registration for your vehicle (obtainable from your financial institution), which includes the completed NCO form, from the financial institution with the accompanying documents.
* Acceptable identification.
* A fully completed and signed Application for Registration and Licensing of Motor Vehicle (RLV) form.
A fee is charged for vehicle re-registration (details are obtainable from your nearest Motor Vehicle Registration Office).
5. What do I do about change of ownership: selling/disposing of a vehicle?
When you sell your vehicle, ensure that you are the registered titleholder by checking your original certificate of registration. You also need to check that your vehicle licence is valid at the time of sale (by checking your disc, which should be on your windscreen). Once you have done so, ensure that you record the identity number of the buyer directly from their acceptable identification. You will need to bring a completed Notification of Change of Ownership/Sale of Motor Vehicle (NCO) form in person to your Motor Vehicle Registration Office. Ensure that you submit this in full and in person, as the vehicle remains your responsibility until you notify the MVR Office of the sale. Do not give the yellow NCO form to the recipient of the vehicle.
Scrapping your vehicle can only be done for the following reasons:
Sale of a vehicle is not a reason for scrapping.
6. How do I inform the MVR if I change the colour of my vehicle?
If the colour of your vehicle differs from the colour records on ENatis, please inform your MVR Office by completing and signing a Change of Particulars of/Notice in Respect of Motor Vehicle (CNV) form.
7. What is a Request for Police Clearance (RPC) form?
Your vehicle may need to go for a police clearance for any of the following reasons:
* If its engine has been replaced.
* If you have been referred by a vehicle testing station.
* If the engine differs to what is on record.
* If the vehicle has been reported as stolen, or it has a duplicate chassis/engine number.
* If the vehicle has been built up from parts.
An RPC form is printed from eNatis by a MVR Office and is required by the police clearance centre to verify the vehicle’s record. To obtain the form, you will need the vehicle’s particulars (its licence number or VIN/chassis number or register number, all of which are obtainable from its certificate of registration) and acceptable identification. You will also need to state why the vehicle needs a police clearance. Once you have a RPC form, take it and the vehicle to the police clearance centre with your South African Identity Document.
8. I have been advised to keep my certificate of registration in a safe place. Why?
Your certificate of registration serves as proof of ownership for your vehicle. Your vehicle’s particulars, such as the VIN/chassis, engine and register numbers, can be found on the certificate of registration.
If your vehicle is financed by a financial institution, the original certificate of registration will be kept by the financial institution until the account has been settled. When selling your vehicle, you must supply the buyer with the original certificate of registration identifying you as the titleholder and owner of the vehicle.
9. How do I apply for a duplicate certificate of registration?
The entity registered as the titleholder of a vehicle on eNatis must apply for a duplicate certificate of registration, in person.
Requirements for a natural person:
A fully completed and signed Declaration in Respect of Lost Documents (DCT) form and Application for Duplicate Registration/De-registration Certificate in Respect of Motor Vehicle (DRC) form, as well as acceptable identification of the registered titleholder, who must apply in person (Note: no copies will be accepted; only original documents will be accepted).
Requirements for a company/business (owned vehicle):
A fully completed and signed Application for Licensing of Motor Vehicle (ALV) form, accompanied by a CK document and BRNC, if available; acceptable identification of the appointed proxy/representative, if applicable, as well as a fully completed and signed Declaration in Respect of Lost Documents (DCT) form and Application for Duplicate Registration/De-registration Certificate in Respect of Motor Vehicle (DRC) form.
Acceptable identification (only an original document will be accepted) of the appointed proxy/representative on eNatis is also necessary; this appointed proxy/representative must apply in person for the duplicate certificate of registration.
A fee is charged for a duplicate certificate of registration (the details obtainable from your MVR office).
10. What is a special permit?
A special permit allows you to use an unlicensed vehicle on a public road for a pre-defined purpose, e.g. taking your vehicle for a roadworthy test, police clearance, to and from a place of repair, etc. A special permit is valid for three days from the date of issue. Strictly no passengers or goods are allowed in a vehicle driving with a special permit.
The requirements to apply for a three day special permit are:
* A fully completed and signed Application for Temporary/Special Permit (TSP1) form.
* Acceptable identification of the applicant.
* Vehicle identifiers, e.g. licence number or VIN/chassis number or register number.
Only three special permits per entity (a person or body of persons) per vehicle are permitted at any one time. Special permits require the payment of a fee (contact your MVR office for details regarding this).
11. How do I apply for a personalised/discreet number plate?
Applications for personalised number plates (e.g. JOHN-WP) or discreet number plates (e.g. CA123) must be made at the Provincial Administration of the Western Cape (PAWC). They can be contacted on 0860 212 414.
These application forms are also available at the Witzenberg traffic department.
12. How do I change my address on eNatis?
A Notification of Change of Address or Particulars of Person or Organisation (NCP) form must be completed in full and submitted with the acceptable identification of the registered owner, or proxy/representative in the case of a body of persons, to your MVR office.
13. What documents do I need to introduce a company on e-Natis?
* A fully completed and signed Application and Notice in Respect of Business Register Number (ABR) form.
* Business registration certificate (e.g. certificate of incorporation, founding statement, certificate of name of change).
* A company letterhead nominating a proxy and a representative.
* The proxy and representative’s acceptable identification.
* The physical address of the company, which must be within the municipal boundaries.
14. How do I apply for a traffic register number? (Only non-South African citizens.)
Individuals (natural persons) must submit the following documents to their MVR Office:
* A fully completed and signed Application and Notice in Respect of Traffic Register Number (ANR) form.
* A valid foreign passport.
* Asylum-seekers/refugees should have a BI – 1707 document, which is issued by the Department of Home Affairs.
* Two identity-size photographs.
A body of persons requires the following documents:
* A business register number.
* A fully completed and signed Application and Notice in Respect of Traffic Register Number (ANR) form.
* Company/organization letterhead applying for the traffic register number and appointing a proxy and representative.
* Acceptable identification of the appointed proxy and representative.

Traffic fines
All traffic violations that take place in the Witzenberg municipal boundaries are handled by the Witzenberg Traffic Department. Violations that take place in other areas (outside Witzenberg municipal boundaries) are dealt with by the relevant municipal traffic department.

How Can I Pay My Traffic Fine?
If you are paying before the due date, you can pay your traffic fine in cash, (card facilities are available) or EFT at the address mentioned on your traffic fine.
Payment can be made either in person at the Municipal Traffic Department or by registered mail to PO Box 44, Ceres, 6835. Given the levels of fraud and theft in the Post Office, it is not recommended to send cash by post.
Please note that the Witzenberg Traffic Department does not accept any payments after the indicated payment date on the traffic notice.

Can I Pay My Traffic Fine Electronically?
Yes. You can pay your Witzenberg traffic fine (only applicable within Witzenberg, and before the court date) via electronic transfer.
